54% increase in enrolment at FET Colleges in 2012

The Minister of Higher Education and Training presented his budget vote to the National Assembly yesterday.  Among other things, note that the White Paper on Post School Education and Training in South Africa will be published in the next few months and that FET College enrolment had significantly increased.  

SAQA Policy Note and Action Plan on Articulation

Following SAQA’s 2nd National NQF Research Conference on Building articulation and integration in 4-6 March 2013, the Authority has released a second Draft Policy Note and Action Plan on Articulation.

2012 SETA Grant Regulations published

 Yesterday, 3 December 2012, the revised SETA grant regulations were published in the Government Gazette.  The preamble to the regulations indicates the purpose of these regulations is to:

• regulate the proportion of funds available for skills development that is spent on administration
• provide for Sector Education and Training Authorities (SETAs) to contribute to the cost of the work of the Quality Council for Trade and Occupations (QCTO)
• discourage the accumulation of surpluses and the carry-over of unspent funds at the end of each financial year
• improve the quantity and quality of labour market information received by SETAs in the form of workplace skills plans, annual training reports and PIVOTAL training reports, to inform planning
• promote National Qualifications Framework (NQF) registered and quality assured PIVOTAL programmes that address priority scarce and critical skills needs identified in sector skills plans
• create a framework within which expanded use is made of public education and training providers for the provision of skills development programmes

August has again been a quiet month for skills development.  Two particular issues have come to our attention:  the release for public comment, of the Draft Policy on Professional Qualifications for Further Education and Training College Lecturers, and which is available either on the SkillZHub NoticeBoard and on our downloads page on the website.

July, in the skills development/NQF world, started off really quietly, but has ended with a bang. On 27 July, there were four notices relating to the new NQF and skills development in the government gazette. Information is available either on the SkillZHub Notice Board and on our downloads page on the website.

Call for Comment: Learning Programme Regulations

June was a relatively quiet month for the SkillZHub. However, this month’s digest coincides with the publication of the learning programme regulations on 2 July 2012. These are available from the SkillZHub Notice Board, as well as from our downloads page. We draw attention to the 30 day period for comments which means that comments must be submitted to DHET by 2 August 2012.

In this month’s SkillZHub Digest we adraw attention to the comment on Minister Nzimande’s budget, in today’s Mail & Guardian, and which is available on the Basic SkillZHub Forum.

For our Premium Members, we have also placed recent comments on the Green Paper and the proposals relating NQF sub-frameworks, in the members’ contribution section of the website.  We have created a thread in the Premium Zone’s online discussion forum – there you can discuss the Green Paper, as well as the SETA cluster proposal.

Zuma to meet FET principals about skills development and economic growth

In this month’s SkillZHub Digest we advise that tomorrow, President President Zuma will be meeting the principals of all the FET colleges regarding their role in the skills development strategy and "in particular government's new infrastructure development priority programme."
